Scalping Sports Tickets

(Pullman, WA) This guy buys tickets from people with extra ones, and sells them to people who need them. This was in Pullman, which is my home town, I found him walking by the stadium while I was working. He is trying to buy and resell tickets for the Apple Cup, which are often short of supply.
